There is no jurisdiction for Passports; American Visa Service can process US Passport applications for anyone.
This information applies to:
Renewal of Passports within 15 years of the date of issue
Name change in a passport at least 1 year past date of issue
Step 1: Fill out application online
You need to fill out the DS-82 application online via the State Department website. Please follow the instructions there to create the form. PLEASE NOTE: In the "Where should the passport be mailed?" section of the application you must put:

Failure to fill in this information may result in delays and/or additional fees. You must have an expired passport to use this form; please locate it to fill in the appropriate sections of the application. You must fill in all the information fields and create the form. Sign and date it.

Step 2: Assemble documents
Passport: You must have a Passport within 15 years of the date of issue or a Passport over a year old that needs to have the name changed. See below for any changes in name.
2 Passport-type photos: These must be 2 inches by 2 inches on a plain, white background; color only. Photo quality paper is required. The image must show the applicant facing forward and fit the size specifications shown on the DS-11 form.
Authorization Letter: This letter gives American Visa Service permission to submit and pick up your application. Click HERE to print it. It must have the original signature of each applicant or the signatures of BOTH PARENTS in the case of a minor - please write "Mother" and/or "Father" next to each signature. Faxes and/or copies not accepted.
Proof or Departure: If you require your passport in less than 3 weeks, please provide an itinerary on Travel Agency or Airline letterhead or a copy of your tickets. Without proof of departure, the local Agent may not release your documents and instead mail them into the National Passport Center in which case American Visa cannot help you.
DS-82 Form: This needs to be completely filled out on the State Department website (see Step 1) and printed on 2 separate sheets. The signature must be original. Faxes and/or copies not accepted.
If the name in your Passport renewal is changing for any reason (marriage, divorce, etc.), you must provide the original Court Document (marriage license, divorce decree, etc.) that proves the legal change of name.
