Visas for non-US Passports
Travelers that reside in the United States (i.e., have a "Green Card" or Alien Registration Card, long-term US visa in their passport, etc.) can apply for a visa in the US. If the traveler does not reside in the US, he/she must obtain a visa in their home country. In other words, if you are in a country on vacation or a short business trip, you cannot apply for a visa to another country; it must be done in the country in which you reside.
In addition to all the other listed requirements, applicants without a US Passport MUST provide proof of their US status, usually in the form of a notarized copy of the front and back of their "Green Card" or Alien Registration Card or copy of the US Visa in their passport.
